Your Internet Service Provider (ISP) most likely is experiencing severe issues that will affect the quality of
your voice service.
Often this issue will not significantly impact regular web browsing because your computer compensates in such a way that possibly you will see the tiniest hesitation as new content loads on a web page.
Information is sent over the Internet (and through your office network) in tiny Packets of Data.
If a packet of data gets lost in transmission that is a “piece”
of voice and the result is inconsistent audio. Similarly, if a packet gets delayed it will also affect how your phone conversations sound.
Solutions:
Re-Start your ISP's Router/Modem: Unplug the Device Power and then plug it back in. Once your back on-line test your phone calls to see if there is an improvement.
Are people in your office using audio or video services, such as Pandora or Youtube? Although you are no doubt on a Broadband connection if enough people are involved in data intensive activities online this can choke the "pipe" of your internet connection. The add upload and download of files you start to experience congestion. If this is happening you may either have to persuade your users not to use these services at work, or have your ISP increase your Data Tier. This Bandwidth/Data Calculator might help you get a handle on your usage. Contact your Internet Service Provider (ISP) about the service quality. Often an Internet Service Provider (ISP) may actually re-use equipment from another customer that did an Add/Change/Delete so there is no guarantee that the equipment you received was new (the Installation Tech from your ISP typically won't know whether or not its new). Another factor along these lines to consider is how much the modem has been protected from power surges or power failures; its always a good thing to have ALL Network Equipment on a Uninterruptible Power Supply (UPS)
